Programmer-Analyst – $5515- $6988/month (DOE) with Excellent Benefits
Sr. Programmer-Analyst – $5984- $7519/month (DOE) with Excellent Benefits

The Programmer-Analyst or Senior Programmer-Analyst
This is a regular, full-time position for a Programmer-Analyst or Senior Programmer-Analyst, (depending on experience/qualifications) who will be responsible for supporting the Information Technology division. The successful candidate will administer and support the County’s Oracle ERP SAAS environment as well as provide support for other Programmer/Analysts. Duties will include resolving technical problems, identifying gaps and processing improvements, administering security, creating/updating workflows, creating new/modifying existing reports, and testing and scheduling software upgrades. Health coverage – Group medical, dental, and vision insurance coverage is available for the entire family. For the 2 plan year, the County will pay 98% of the monthly premium and employees will pay 2% ($35.78 per month) for the Base Plan. With this plan, employees are eligible for a $100 a month contribution into an HRA VEBA account. Buy-up plans are also available.
Retirement – PERS (Public Employee Retirement System) contribution is 100% employer funded, which includes both contribution to PERS pension and IAP accounts (IAP contribution is 6% of salary).
Short-Term Disability – 100% County paid.
Life insurance – $10,000 for employee/$2,000 for spouse and children – 100% County Paid.
Vacation/Sick Leave – Flexible Earned Time (FET) is a combination of vacation and sick leave. To start, employees earn 13 hours per month and future accruals increase based on years of service. After a year of service and depending on FET balance, employees may sell-back up to 40 hours of FET per year.
Programmer Analyst – A high school diploma or GED and three to ten years of practical work experience in a Programmer-Analyst role. College, business school, or specialized training is preferable. Any satisfactory equivalent combination of experience and training which ensures ability to perform the work will be considered.
Senior Programmer-Analyst – To be considered for the Senior Programmer-Analyst, applicants must meet the minimum qualifications for the Programmer-Analyst and have at least ten years of practical experience, including leading and solving the most complex programming problems.
The successful completion of a background investigation is required in addition to the ability to obtain CJIS (Criminal Justice Information System) clearance at the time of hire.
The successful candidate must have strong analytical and problem-solving skills, and must be self-directed, detail-oriented, and possess the abilities to multi-task, to work in a team environment, and to interact with co-workers and the public in a courteous, professional manner. They must also have the ability to perform multiple tasks concurrently, respond to emergency situations effectively and timely and demonstrate the ability to effectively communicate technical and complex information both orally and in writing. Familiarity with the software development life cycle (SDLC) is desirable. The ability to develop, troubleshoot, and debug interfaces and applications is desired. The ability to effectively communicate technical and complex information both orally and in writing is a requirement.

GENERAL STATEMENT OF DUTIES:
Performs technical work in developing and maintaining existing computer programs and designing new systems for Yamhill County. Primarily responsible for maintaining existing systems by reviewing change requests and making appropriate changes to the programs. Work involves analysis of work systems and processes. Confers with user departments during software development and maintenance.
SUPERVISION RECEIVED: This position reports to the Information Technology Manager.
SUPERVISION EXERCISED: Supervision is not a responsibility of the position.

A high school diploma or GED and three to ten years’ experience in developing and maintaining computer application programs and/or three to ten years’ experience in appropriate computer languages and successful completion of related training; or any satisfactory combination of experience and education which ensures ability to perform the work required.
Ability to secure and maintain a driver’s license valid in the state of Oregon, or an acceptable alternative means of transportation. May be required to drive a County vehicle. Employees authorized to operate a private vehicle on County business are required to carry a valid driver’s license and liability insurance minimums as outlined in ORS 806.070.
Will be subject to successful completion of a background check and obtaining CJIS (Criminal Justice Information System) clearance.
